I'm not sure if this is a question of access or a bug, but I've been receiving comments and being tagged on Jira tickets. But, couldn't see any comments when I open the ticket itself.

Could you share one of the notifications you have and an example (screenshots) of such a ticket?
Do you see everything else on those tickets?
Sorry, I couldn't show more. But, this is what I see from the notifications feed. I also have an email saying something similar. When I open the ticket, everything else seems to be there except there are no comments on the Activity section below. Clicking on All just shows the changes that have occurred on the main ticket body.

This is now solved. Apparently, someone was able to dig into the profiles and found that I was put into the wrong group.
