@Andrew W Matthews , there is a plugin called Delegated Project Admin Pro for Jira, from Appfire: https://marketplace.atlassian.com/apps/1213035/delegated-project-admin-pro-for-jira

My instance does not have this plugin, so I cannot tell you how well it compares to Self-managed projects from Jira Cloud, but based on the documentation, its self-service mode looks quite powerful: https://appfire.atlassian.net/wiki/spaces/DADMIN/pages/2161017068/Use+self-service+mode+-+3.2.0
