I want everyone to be able to view any board on my project they wish to without having the temptation to make changes and without having to have licences that will rarely be used.
I was thinking there would be a read only user I could set up but am having difficulties working out if I need to set up a new group and new permissions or it is readily available.
Without this facility I will not be able to scale up Jira with more licences at a later date.
In project permission change it as
Browse project: any one

@Muhammad Ramzan(Atlassian Certified Master) answer will allow people to browse the project, but in order to let individuals browse the boards... you will have to:
The users will already need to have access to browse the projects in order to view the board. You'll need to allow the public to both browses issues and board access.
