Unfortunately, the Atlassian University courses and exams are only offered in the English language. I also try to push this when I get a chance because I work in Italy, for a Spanish company with colleagues all over Europe, many of whom don't speak English as their first language.
What my colleagues often end up doing is to try to find courses in Coursera or Udemy that are localised into other languages, but there of course you run the risk of being out of date, in terms of the information not coming from the vendor of Atlassian.
