Email subscriber unconfirmed

I imported a subscribers using csv file and on skip confirmation notification i set it to yes however after the subscriber successfully imported it says unconfirmed and they need to manually confirmed the subscription is there something wrong?

I wanted to inform you that the Skip confirmation notification feature is currently not Working as per the new email protection requirements. Consequently, the records in these fields will be disregarded during the bulk import process. These adjustments were made recently to enhance email protection requirements.
