how can I create groups of subscibers who can receive notification for a specific component

This would be the functionality of a audience-specific statuspage. You can read a bit more about this here: https://support.atlassian.com/statuspage/docs/what-are-audience-specific-pages/

With audien-specific you able to subscribe users to specific component groups that they subscribe to for notifications only.
