how did you get to the "create a site" page? Which product did you want to try out?
Some of those click paths are really buggy, especially if it was Rovo Dev.

Thank you for the help. My goal is to create a jira board and the site redirected there. Is there any other way to achieve this? I don't have any project configured and I am trying to do this using my personal email.

Just to be clear.. You just want a new personal Jira Instance for yourself?
In that case, the dialogue is the correct one. Can you try again with this link? Sign up - Jira - Try Atlassian Cloud | Atlassian
Note: If you want to create a Board or Jira Project on an existing Jira Instance, this is definitely the wrong pass so let me know if that was what you were trying to do.
