no, Rovo cannot be restricted to users generally.
the only thing you can restrict is

Correct. Search, Chat and Quick Actions are always available to all.
Creating Agents can be restricted to certain user groups. The use of each Custom Agent can now also be limited to users.

I'd add you can control who can create agents and who can use specific custom agents. So you can limit parts of Rovo, but not overall access to Rovo itself.

@SankaraRao_Kalagadandu - it was announced, that user permissions (usage) have been implemented at an early stage (only users, no groups yet; still all agents public by default) - see: Announcing User Permissions for Rovo Agents: Custo... - Atlassian Community
however in our tenant it's not available yet
