unable to change OpsGenie subcription

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!

trying to change to monthly billing with 50 users. Error says cannot change until 2 outstanding invoices are paid. I go to Invoices and everything is fully paid up

Support ideas from advocates@atlassiansupport.atlassian.net has not helped.
