An alert come in to a global integration with Responder field set to Team A. Since they are the only responder, the alert owner is also set to Team A.
Team A has an alert policy that reroutes a handful of their alerts to Team B. This changes the Responder field to Team B, but leaves the alert owner as Team A.
The alert triggers Team A's notification policy, although Team B is the responder.
