At this time, Opsgenie does not provide a public API endpoint for creating or managing team-specific notification policies.
The endpoint /v2/teams/{teamId}/notification-policies does not exist, which is why you are seeing the "No handler found" error.
The only public API endpoints for policies are under /v2/policies, which are for global policies—not team-specific ones.
Team notification policies can only be created and managed via the Opsgenie web UI. There is currently no officially documented or supported API for this use case
For now, if you need to automate or manage team notification policies, you will need to do so manually through the Opsgenie interface.
