xray merge not merging

A test execution displays "Test definition has been modified. You can reset the execution of this test by pressing the "Reset" button. This will load the new test definition and delete the current execution data. If you wish to update the Test definition and maintain the current execution, you can click on the "Merge" button."

The options are either Merge or Reset. Selection of either results in the same message displaying, neither selection make a change, refresh does not remove the message. I've gone to the previous execution where it was left in "todo", there is no merge there so I'm not sure what is holding it up from merging.
