why can' t download jira software 8.13.*

Dear Team

I could list all versions of jira software from https://www.atlassian.com/software/jira/update
but I could not download 813.* (long term support), it always show network error why  I tried downloading any of 8.13.*
please help advise if I missed anything.

Downloads fine here (.zip archive) so must be a local issue.

You might need to try with a different internet connection or other browser to see if anything is being blocked on your end.
