Edit - I have also upgraded Jira server to the latest (8.5.0), no change
I can load project avatars no problem, but when I try to set the avatar for users, I get the following:
I have checked the image sizes, formats, and have changed between Safari, Chrome, and Firefox. the same avatars that work for projects, fail for users.

Have you checked the atlassian-jira.log file?
I reckon there would be something meaningful there which will give us clue to fix the problem.
Sorry, I forgot to add those details. Nothing in the standard logs, but this was in atlassian-jira-security.log, which was the most recently touched log file after my latest attmept:

Sorry, those security logs do not give a clue.
If you change default log level to DEBUG, it might be helpful, but I'm not sure though.
