I’m not sure I understand your question as I’m not sure what a pop up is. That said, let me see if I can assist.
if by “condition” you are referring to the “Condition” you can configure in workflows - Conditions are pre-existing when executing a transition. For example, if is set a Condition that requires an Assignee before I transition an issue from one status to another then there must be a user in the Assignee before the transition. If by pop-up you refer to the modal that pops up during a transition then that is associated with a screen configured to the transition itself.
