I am getting the same error as Mohammad, no one in my company can create an issue of any type for any project through the UI. We are using premium cloud version.
I have logged a P1 incident as we are in a very critical time and need our customers to be able to log service desk tickets.
The article referenced is about the api.
I also tried to clone a ticket and got Can't clone this issue. Single value custom field type must extend JisDualWriteSingleValueCFType
