want to create the workspace for my team

As per the below guideline, I would like to create the workspace and hence create the project for my own work. 
The guide says that I can choose Projects > Create project, and then select your project type. but when I click the projects, no create button showing though I can see create in Gantt. (https://confluence.atlassian.com/jirasoftwareserver103/setting-up-your-workspace-1489805097.html) 

May I know whether I have no authority to create the projects?

The guide you're referencing is written for Jira Server/Data Center, but since you're on Jira Cloud the behavior is a bit different. The "Create project" button only appears if your account has the Create Projects global permission, which admins typically restrict to certain users or groups. The "Create" button you're seeing in Gantt is for creating issues within an existing project, not a new project itself. To fix this, a Jira admin would need to go to Jira Settings → System → Global Permissions and grant your account or group the "Create Projects" permission or they can create the project for you and assign you as Project Administrator within it.
