How can I set-up users with French characters in their email address?

You should be able to add them in the same way as other users.

You do need to make sure your database and environment are using the same character set, and it's the recommended utf-8

You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
