Can we create unique identifier for releases that does not rely on the release name in Jira cloud.

I think I heard the need for this once or twice @Kustagi Suma, but as Marc said, you could only get something that's relatively close by finding "Version ID" which will be visible at the end of the URL (e.g., .../versions/10234). With API and automation you can reference it by using the smart value {{version.id}}.
Anyway, what I wanted to say is that there isn't open feature request for it (yet), but you or your Jira admin could reach out to Atlassian Support, describe the requirement and ask them to create a new suggestion on JAC 👀
If they do it, I would appreciate if you could share the link here.

If you use the API, you also get version by their ID.

@Marc -Devoteam- As we have a sprint name which has unique identifier generated and similary do we have any option for releases where they we can create manually the release id irrespective of release name.

No this is not an option on versions.
As versions are not as sprints, sprint names are generated based on the latest sprint name, if in your space you would rename or create a new sprint with a new name the next sprint will start using the lates name and add a follow-up number.
Versions don't as this depends on a version name that is set by a space admin
