i m not able to see create option on JIRA

When it comes to creating tickets in Jira, there are some options, for example, the Create button at the top of Jira, a + Create on a List, on a Board, on the Timeline.
With this said, for us to better understand the issue you are facing, can you please share a screenshot of the page you are seeing with us?
Then, we can better help you and share the correct steps with you.
Also, confirm with your administrator if you have the correct permissions to create tickets in Jira.
