unable to edit or change the workflow and publish it as it is getting saved as a draft

Assuming you are a jira project admin and if the workflow is not shared then you can edit the workflow but you can not add the new status to it for this you need to reach out to your Jira/site-admin.

And if the workflow is shared one then you can not edit/update the workflow, in this case you need to reach out to your jira/site admin.

And if you are a jira/site admin and not able to publish the workflow then please copy the workflow and make the changes to the copied one and then add the newly copied workflow in the workflow scheme.
