unable to create Version Hierarchy using latest JIRA REST\SOAP API

I have created custom .Net project in C# to interact with JIRA.
I'm using latest JIRA REST API and I'm unable to create Version Hierarchy using the API.
Is it possible?

From this issue https://jira.atlassian.com/browse/JRA-25768 i would conclude that GH does not implement such an APi.
