restrict child ticket but not parent

Is there a way I can restrict roles from a child ticket but not the parent ticket?

Are you talking about restricting the visibility of the issue?

When you say "parent" and "child" what issue type levels are you referencing in the three-level hierarchy?

Level 1: Epics
Level 0: standard issue types
Level -1: subtask issue types

If you are referring to child issues at Level -1, you cannot set restrictions on those separate from their parent issue at Level 0.
