reporter cant see the bottoms in final transaction until re login. what should i do?

my reporter cant see the resolve or close bottom to do the final transaction, when he/she log out and then log in again the bottoms appears. can you help me find out whats the problem and how to solve it???

What are the conditions on the workflow, and probably more importantly, is the user actually logged in when they can see the issue but do nothing with it?
