removed users still listed

I am cleaning up our cloud user management and when i click on their name, hit remove, they still show up in the list.  I tried refreshing the page.

Welcome to Atlassian Community!
I've tried to replicate the issue on my local environment and after removing the user is still on the list, but after refresing, it disappears.
Just for us to better investigate the issue, can you please let us know what browser are you using?
Can you please use another one or incognito mode?
Are you the only admin facing this issue?
