According to the documentation, the "Publish event" action should be available for use. However, I don't see it in the available actions. Does it need to be enabled by admins or something like that? Thank you.

You are referring to the Data Center / Server documentation, which is not entirely the same as cloud. Depending on what you are trying to do, possible Send Web Request may be what you are looking for. There's a couple of other Notification actions available as well that may help you out.
For the documentation on Jira Cloud Automation, this overview page is a good starting point.

I have a Slack integration that sends a message each time a new bug is created in our backlog. I wanted to also get notified via Slack when a new bug is moved to our backlog.
I was following this guide, but you are right that it's most likely for another product. Can our Jira admins then configure this for me?

I am not a deep matter expert in the Slack integration, but automation does have a Send Slack Message action. I would assume this should be able to deliver what you need:
