"Oops! We can't preview this file type"

I'm running a Jira Cloud test instance to test if i can import some attachments along with their corresponding issues from a CSV file.  For the attachments, I'm using a test JPG file that is hosted through google drive and after importing, the attachment gets converted to this weird 'open' File type file.  I can't preview the attachments or open it anywhere, and if i try i get the following error message.  Is there a reason why it's not able to read or access the file? Or is there a workaround this issue.
