"How to customize the login gadget" references nonexistant file

I extracted the file mentioned in https://confluence.atlassian.com/jirakb/how-to-customize-the-login-gadget-225122084.html?_ga=2.39817507.1236393005.1539894434-520716151.1534445134

There is no file called login.soy.

I'm trying to display a text file with a legal warning:

"You are accessing a U.S. Federal Government computer system ."  <many, many more words>

I'd really like to have an "accept/do not accept" pair of buttons, where "accept" takes you to the login/password at the bottom

Hi Tadas, 

Once you've extracted the jira-gadgets-plugin-x.x.xx.jar you should be able to find the login.soy file under /static/dashboarditem/login

What version of Jira are you using?
