"Failed to Retrieve User..." error on Assignee and Reporter

Reported by multiple users all over Jira today.

This problem was not there last week and no changes have been made to our configuration.

Is this due to a Jira cloud update / bug?

They've marked the issue as resolved ~50 minutes ago, but it is still happening for me as well.
