"403 Forbidden: Access is denied. You do not have permission to view this directory"

I just recently upgraded my JIRA Software from v7.3 v8.2.3. I can access JIRA from the virtual server its installed on and everything works fine. But when I try to access from my PC browser I get the 403 error. Can someone help me please?

I feel like this is an error in IIS but im not sure.

So I tried to copy the old XML file over but I keep getting the "Tomcat is misconfigured" error when I start JIRA. I copied the relaxedpath line that Tomcat 8.5 requires. Is there anything else that should be in the new server.xml file?

Could you check any error in application logs ?

I checked the logs but Im not sure what to look for. I know now that my server.xml file and web.xml file needs to be changed with the added settings from the new files.
