problem with labels during csv import from Filters -> SearchIssues -> ImportIssuesFromCSV

labels import works perfectly from the system -> External import
But when project admin try to import from Filters -> SearchIssues -> ImportIssuesFromCSV filed Labels keep to be empty.
What can I do?
