one of the approvers on my jira project release page cannot seem to change his "Pending" option "Approved". This used to work. What can it be?  I compared their single user permission with another in their role who CAN approve on the Release page and it matches exactly; I also checked their group permissions, and all aligned with the other person.  Not sure why this one person cannot approve a release page

remove and add that user again as an approver on the release, have them sign out and back in, and test once in an incognito window or another browser.

Also Close hard all His Session on all Devices from Atlassian Administration to point out a Cookies/Session problem.
