When was the last time you viewed the Jira Data in that instance?
Do you have the email stating it was being deactivated? If so, when did you receive that?
After deactivation Atlassian keeps the data for a limited period of time before deleting it permanently. I've seen information that period can be as short as 15 days or as long as 60 days.
To find out authoritatively if your data can be recovered you need to contact Atlassian directly. Hete we are a user community, where users help other users. We don't have access to find out if your data can be recovered.
