soy usuario administrador, cuando intento ingresar a la herramienta no me permite acceder como administrador, varios usuarios de mi organizaión estan pasando por la misma situación, no les permite acceder a JIRA.
@Ángela Basilisa Camacho Huanay even though you are an admin your account still has to be granted access to Jira. There is a help doc here about this https://support.atlassian.com/jira/kb/youve-logged-in-as-an-administrator-but-you-dont-have-access-to-any-jira-applications/
