Hi, we currently have over70 projects active in our Jira environment. I would like to organize them with creating a folder structure like in the windows-explorer 1 R&D, 2: IT, 3 KPI's etc. etc. how to do this?

The closest would be to use Category under Project settings > Details. You could then filter your projects based on the category in JQL and on the View all projects view.
