login Attempt Fails For Users Even If They Have Correct Access (Verified By Jira Permission Helper)

Those new to the Atlassian Community have posted less than three times. Give them a warm welcome!
- User has correct access but when he tries to login (after providing user id password, page gets refreshed and again redirects to the login page.
- I have verified with Jira Permission Helper as well and everything looks good.
- These are new users which are not able to login (not even from other device or network), while previous users can login without any problems.
- Could you please provide some pointers on how this could be fixed?
