license limit exceeded - Crowd prevents from login

Just installed our 10 users license and immediately the server rejects the user operations.

We get this "limit exceeded" message even though only 9 users have permissions to use Jira.

Please assist.

Go to the Jira Admin section and look for "application access".  That will tell you the groups named for access to Jira.  Also check the "global permissions" for groups named as System and Jira administrators.

You have 11 or more different people named in those groups combined.

Yes it was with a group created for the BitBucket integration.

Didn't look there.
