our clients pay in advance an individual amount of hours that we then exhaust ticket by ticket to realize their requests.

so, per client, we need to be able to keep track of how many hours have been ordered/paid when and how many hours have been used when (jira tickets) and how many hours are left.

You'll need to find an app that can record the amount of hours people have on their contracts and accumulate the work done on their requests to compare with what they have left.

This is something that I've seen asked for a number of times, but I've never seen an App dedicated to it (I've implemented it with Apps I've written, and with ScriptRunner, but only on Server, not Cloud)
