jiraxporter plugin installation

Hi , 

when I install  jiraxporter plugin, I download the obr file jiraxporter-6.7.1.obr.

and mv it to jiraxporter-6.7.1.zip

unzip it and then copy under my jira-home/plugins  diectory.

and then restart my jira

but it didn't show in my managed apps

then I copy it under jira-shared-home/plugins . it presented there.

what's the difference of this two directory. as I understand . Jira-home plugin should be a local directory. which should be the higher priority than jira-shared-home plugin.
