As part of upgrade preparations I tried to move jira to newer oracle db. Database side has been completed successfuly but when I changed jdbc string in dbconfig.xml to the new server it just launches Jira Setup.
However, when i switch dbconfig.xml back to old database, the Jira setup page still keeps appearing.
