jira edit comments is missing from one project

For one project I have, no one, not even the administrator (myself), has the edit icon on the comments.  The Edit own comments under permission is everyone.  Yet when I hover over the right side of any comment, my own or others, I see a trash can and a link icon but no pencil to edit the comment.   I checked the workflow and there are no properties set under any of the of the transitions or the statuses.

Anyone know what is wrong?

A reindex resolved the issue.  Something must have been out of sync in JIRA.
