i have a webserver which i run joomla and wordpress websites. Its a php server. how do i install jira on the server?

As @Taranjeet Singh wrote, it is a java based application.
You will need to have root access to your server, to install it.
Then you can just use the installer, which you can get from the download page.
@prenesh naidoo JIRA Server is a Java based application, which runs on its bundled Tomcat Server. It can also be configured to run behind a suitable and supported Web Proxy Server like nginx, Apache etc.
It is recommended to install JIRA Software Server on its supported platforms, as listed by Atlassian for every JIRA version in its documentation.
