no dashboard gadget equivalent

You're right that the "work item progress" widget in the Plans Summary view doesn't have a dashboard gadget equivalent and can't be resized or pulled out of that page. It's one of those views that only lives inside Plans, at least as far as I know.
That leaves you with some possible options:
Quick snapshot / Screenshot: The simplest route, and probably ugliest, is taking a screenshot. Use your browser's zoom (Ctrl/Cmd + minus) to shrink the page until all features fit without scrolling, then screenshot it. Not elegant at all, but honestly, it's fast and for a quick one-off stakeholder update, might be enough.
For an ongoing shareable view: The Plans Timeline view shows features with their child issue progress inline and handles larger datasets better than the Summary widget. You can share the Plans URL directly with anyone who has Jira access. If your stakeholder has even view-only access to the Jira site, this could work as a bookmark they check periodically.
For non-Jira users: If the stakeholder won't log into Jira at all, consider Atlassian Analytics (available with Premium). You can build a custom chart that shows feature-level status distribution and share it as a link or embed it in Confluence.
None of these are a perfect 1:1 replacement for the widget, but hopefully one fits your situation.

Following up on my previous answer — there's one more option worth mentioning.
If you're open to solutions from the Atlassian Marketplace, JXL for Jira can give you a feature progress view that works as a Jira dashboard gadget. You'd set up a hierarchy (e.g. Feature > Story) with status progress bars rolled up to each parent, so you can see at a glance how far along each feature is. The dashboard gadget can be view-locked, meaning your stakeholder gets a read-only snapshot without needing to configure anything.
