Please advise if Jira Work Management is included in Jira Software Cloud (Premium) for 25 users ? Kindly explain if it will depend on the user tier or the version of Jira software ( premium , standard ... )

Yes, for now, Jira Work Management is included in your subscription to Jira Software Cloud. Atlassian has hinted that there will be a separate subscription required for JWM starting around April of 2024, but we don't have details yet.
