instance health checks empty page and unable to create support zip file

I cloned jira from the production. The instance health checks becomes empty and I'm unable to create support zip file.

Same here but its only occurring for the user who did the actual Cloning of Jira. It works fine for me. Same version Jira-Server 8.7.1
