I have permission of project administrator, still I am not able to see link for importing CSV on issues screen.
When I click on 3 dots button which is available at top right hand side, there are no options available. Please help.

Here is some more guidance for this, but it might be because you don't have the Make Bulk Changes global permissions under Settings > System > Global permissions.
