Hello Sudhakara,
Welcome to Atlassian Community!
Basically, the suggested groups list under the assignee field will return all the issues which assignee is added to the suggested group. For example:
So, let's suppose you have three groups with the following users added to them:
JIRA-software-users: User1, user2, user3
SIte-admin: User2,User3, User4
Users: User5
If you select the suggested groups Users and Site-Admins, it will return issues assigned by the users: User2, User3, User4, and User5.
Let me know if this information answers your question.

Hello Sudhakara,
Thank you for your explanation.
Follow the steps to create a new group and add the users you want. P.S: You must be a site-Administrator:
- In your JIRA site, click at the cog icon in the bottom left corner > User management:
- Click on Groups > Create new group:
- Once you create the group, click on the group to properly add users to it
