Hi @Sivaranjani R 

Please have a look at this article 'Create issues using the csv importer ' for information about using the csv importer.

As you can see from this article, you will need the Create Issue project permission and the Make bulk changes global permission for the projects you want to create issues in.  Note that your administrator can perform more advanced bulk imports. Users without administrator permissions will be able to import 250 issues per CSV file.

Based on this you will either have to ask your admin to give you the needed permissions, or ask them to do it for you (without having to change your permissions).
