We are currently on the Jira Standard plan. However, we would like to switch to the Free plan for up to 10 users, but I am unable to change the subscription.

Are you the Organization Admin or Billing Admin?
What happens when you try to change the subscription?
Can you provide a screen image to help illustrate the problem you are encountering? Obscure confidential information like license keys and site URL.

i am organization admin,
free plan option disabled.
Note : we are not directly procured from atlassian, we took thrid party vendor support to procured the license.

The option to downgrade to the Free plan might be disabled if you still have more than 10 licensed users for Jira (or 3 licensed users for Jira Service Management) or if there is a billing issue on your account. If you are sure that you have reduced your licensed users as required then I recommend you contact you Atlassian directly to find out about any outstanding billing issues.
