i dont see an upload plugin option under manage-add ons...which is not allowing me to try my new plu

i want to upload the file for Zephyr plugin but since i dont see upload new addon...i am not able to do it. please help. This is enabling Zephyr for cloud.

If you are on Cloud, then there is no upload add-on button.
